A few days ago, certain provisions of the Law of Ukraine “On Hops and Hop Products” came into force, which also amended the Law “On the Protection of Plant Variety Rights”.
What now?
Foreign breeders must submit an official seed sample to the repository of the competent authority to register a variety in Ukraine. This allows for better quality control and avoid manipulation. The law also stipulates a number of other, less significant innovations.
But the problem of inequality remains:
Foreign varieties are easily registered in Ukraine.
Ukrainian breeders in the EU and the USA are forced to undergo complex and expensive DUS tests (distinctness, stability, uniformity).
The principle of reciprocity is the key to fairness in international relations. If Ukrainian varieties do not receive similar conditions abroad, we believe that foreign varieties should not have preferences here either.
We will consistently defend the interests of domestic breeding and seek changes to the legislation.
